Notification No. Effect of the notification
Public Notice No. 46/2023 dated 06th March 2024 Procedures for registration of import consignments under Yellow Peas Import Monitoring System (YP-IMS) is amended for the import arriving after 31-03-2024 at the Indian Ports.
Now Para (b) of Public Notice 35/2023 Dated 13-12-2023 is not applicable.
Instead of taking YP-IMPS registration at least 5 days before the expected date of arrival, now importers can register within 7 days from the date of Bill of Lading or date of this Public Notice i.e., 06th March 2024, whichever is later.All copies of Bill of Lading to be compulsory be uploaded during the registration process.
Public Notice No. 47/2023 dated 07th March 2024 DGFT has notified the ministries/department under Appendix-2Y, whose notification on mandatory Quality Control Orders on goods that DGFT has exempted to be utilised/consumed in the manufacture of export goods by Advance Authorisation Holder/EOUs.

As of now in the Appnedix-2Y, Ministry of Steel (MoS) and Department of Promotion of Industry and Internal Trade (DPIIT) are listed.

Public Notice No. 48/2023 dated 07th March 2024 Import of Menthol covered under ITC(HS) 29061100; 30039021, 33012590; and 33012400 under Advance Authorisation/DFIA shall be suspended from SION (Standard Input Output Norms) and/or Adhoc Norms with immediate effect till the review of such SION/Adhoc norms in not completed.

Till such review, no new Advance Authorisation/DFIA will be issued for Menthol covered under ITC(HS) 29061100; 30039021, 33012590 and 33012400.

Notification No. 66/2023, dated 06th March 2024 Import of Premium Duck Frozen Meat as certified by the Department of Animal Husbandry and Dairying of for supply of Hotels and Restaurants is “Restricted” and rest Duck Meat falling under chapter 0207 42 00 and 0207 45 00 is “Free”.
Notification No. 67/2023, dated 06th March 2024 According to the notification, permission has been granted to export onions falling under HSN Code 0703 10 19, through the National Cooperative Exports Limited (NCEL) for following countries with the cap of exporting:

Notification No. 68/2023, dated 07th March 2024 The Schedule-I (Import Policy) is amended by amending the condition 6(b) for Importing Raw Pet Coke (RPC) and Calcined Pet Coke (CPC), due to this amendment, import quantities of RPC & CPC has increased to 1.9 Million MTs RPCs and 0.5 Million MTs CPC for the year 2024-2025. From FY 2025-26, these quantities will be revised to 1.9 Million MTs RPCs and 0.8 Million MTs CPCs.
Notification No. 69/2023, dated 07th March 2024 Under Foreign Trade Policy (FTP), a new Para 4.18(A) is inserted, and the existing Para 2.03 of Chapter 2, Para 4.24 of Chapter 4 and Para 6.07 of Chapter 6 is appended, for providing exemption for importing the inputs for Advance Authorisation & EOUs without mandatory Quality Control Orders (QCO).
Notification No. 70/2023, dated 08th March 2024 RoDTEP supports is granted to EOUs, Advance Authorisations Holders, SEZ units by amending :

  1. After amending Para 4.55 of Chapter 4 of FTP 2023, following supplies:
    1. Products manufactured in EHTP and BTP;
    2. Products manufactured or exported in discharge of export obligation against an Advance Authorisation or Duty-Free Import Authorization or Special Advance Authorisation issued under a duty exemption scheme of relevant Foreign Trade Policy.
    3. Products manufactured or exported by a unit licensed as hundred percent Export Oriented Unit (EOU) in terms of the provisions of the Foreign Trade Policy.
    4. Products manufactured or exported by any of the units situated in Free Trade Zones or Export Processing Zones or Special Economic Zones.

are removed from the Ineligible Supplies/Items/Categories list on which RoDTEP benefit was not available, with               effect from 11-03-2024.

 

  1. By amending Sr.No (vii) of Para 4.54 of Chapter 4 of FTP 2023, Rates of rebate / value cap per unit under RoDTEP will be notified in Appendix 4RE [for exports of products manufactured by AA Holders (except Deemed Export), EOUs and SEZs Units]
  2. New Para 4.59A is inserted.

 

Total 25 nos. of HSN are notified in Appendix 4RE which can be accessed from https://www.dgft.gov.in>Regulations> RoDTEP.

RoDTEP scheme, which was operational till 31st March 2024, is extended till 30th September 2024.

 

RoDTEP will be allowed on exports made by :

  • EOUs and AA Holders (except Deemed Exports), from 11th March 2024 to 30th September 2024.
  • SEZ Units, from the date of IT integration of SEZs with Customs Automated Systems (ICEGATE) till 30th September 2024.
