DGFT:
The Director General of Foreign Trade (DGFT) has amended Para 10.10 of the Handbook of Procedures (HBP) 2023 to revise the framework for Stock & Sale Authorization of SCOMET items, with immediate effect. The amendment expands the definition of ‘Stockist’ to include subsidiaries, affiliates, Indian or foreign OEMs, Electronic Manufacturing Services (EMS), and Contract Manufacturers (CM), while excluding certain sensitive SCOMET categories (0, 3A401, 6, and technology transfers). It lays down detailed documentation requirements, enables re-export to pre-approved countries without separate authorization, mandates post-transfer reporting, simplifies repeat order approvals, and requires annual reporting of inventory and transfers.
