Key Highlights:
- Elimination of Transshipment Permit Fees:
- The ₹20/- Transshipment Permit fee has been abolished.
- Amendment made via Notification No. 30/2025-Customs (N.T.) dated 24th April, 2025.
- Simplified Handling of Unit Load Devices (ULDs):
- ULDs (with or without tracking devices) can be moved outside Customs areas on the basis of a Continuity Bond by air carriers/air console agents.
- Tracking devices/data loggers:
- Must have Unique Identity Numbers (UINs) recorded at import.
- Must comply with BCAS (Bureau of Civil Aviation Security) norms if containing batteries/Bluetooth tech.
- Responsibility for proof of export lies solely with the air carriers/console agents.
- Important Clarification: Tracking devices not affixed to containers are not eligible under Notification No. 104/94-Customs.
- Imports by parties other than air carriers/console agents will continue under Circular No. 51/2020-Customs.
- Ease of Transshipment Compliance:
- All-India National Transshipment Bond (introduced in 2022) continues to facilitate single bond execution across ports.
- ICEGATE platform enabled for online transshipment requests — physical visits to Service Centres now largely unnecessary.
- Airlines, Console Agents, and Air Transhippers are strongly encouraged to utilize these digital platforms.
